What Is CGWA Groundwater NOC?

The Central Ground Water Authority (CGWA), under the Ministry of Jal Shakti, regulates groundwater extraction for specified categories of projects. Depending on the project and applicable exemptions, prior permission or a No Objection Certificate (NOC) may be required before groundwater is abstracted through a borewell, tubewell or another groundwater structure.

CGWA permission is separate from other approvals that may apply to the establishment. A groundwater NOC does not automatically replace Pollution Control Board consent, building approvals, factory licences or other statutory permissions.

New NOC / Registration

Application preparation, project details, groundwater demand assessment and supporting documents.

NOC Renewal

Validity review, extraction records, previous compliance and renewal documentation.

Annual Self-Compliance

Assistance organising meter readings, water quality reports, recharge evidence and other conditions specified in the NOC.

KLD Charge Estimation

Indicative groundwater charge calculations using daily abstraction, operating days, project type and assessment category.

Important: CGWA applicability depends on the project category and exemptions. For example, the published guidance identifies certain individual domestic users, agricultural users and qualifying micro and small enterprises drawing less than 10 KLD among the exempt categories, subject to the actual conditions. Do not assume that every establishment is exempt solely because its water use is low.

CGWA Registration Across Bihar

Worldtel Business Consultancy can assist applicants operating across Bihar with application preparation and compliance coordination. The groundwater assessment category must be checked for the actual project location—not assumed from the district alone.

District & Block Verification

Identify the district, block/assessment unit, project address and applicable groundwater classification.

Water Demand Assessment

Calculate daily demand for process, cooling, washing, drinking, domestic use and other activities separately.

Project Eligibility

Review the project sector, existing or new status, proposed extraction and any relevant restrictions.

Location coverage: Patna, Gaya, Muzaffarpur, Bhagalpur, Darbhanga, Purnia, Nalanda, Begusarai, Saran, Vaishali, Rohtas, Bhojpur, Samastipur, Sitamarhi, Madhubani, East Champaran, West Champaran and other districts of Bihar, subject to the applicable regulatory requirements.

Block-level data note: This page does not hard-code a supposedly complete district/block classification table. Assessment classifications can change between groundwater resource assessments. Confirm the applicable classification from the official groundwater assessment resources and the application portal before relying on a fee estimate.

KLD Charge Calculator for Bihar

Use this estimator to understand how groundwater abstraction charges may be calculated. The rates below are based on the published 2020 CGWA guideline tables and must be rechecked against subsequent amendments and the project’s actual NOC conditions before payment or quotation.

Water Meter and Flow Meter Requirements

Groundwater permission commonly requires monitoring of the quantity extracted. Follow the precise conditions in the issued NOC and the currently applicable CGWA directions.

1. Digital Water Flow Meter

Install a suitable digital flow meter on each abstraction structure or at an expressly permitted common outlet arrangement. The device should accurately measure the volume of groundwater extracted.

2. Telemetry / Remote Monitoring

Where required, use the prescribed tamper-proof meter with telemetry and ensure that the monitoring system is functional and data can be accessed as required by the authority.

3. Annual Calibration

Arrange calibration by an authorised or otherwise accepted agency at the interval required by the applicable conditions. Retain the calibration certificate.

4. Daily Logbook

Record meter readings, daily extraction, downtime, meter replacement and relevant operational notes. Preserve monthly summaries for reporting.

Do not confuse meters: a groundwater flow meter measures water volume extracted; a water-level monitoring instrument measures groundwater level. A piezometer or observation well may also be required depending on the project and its NOC. A flow meter does not replace a piezometer.

Keep dated installation photographs, serial numbers, installation details, calibration documents and the relevant portal submission acknowledgement. Do not assume that installing a meter alone completes all compliance obligations.

Annual Self-Compliance: What to Prepare

Annual reporting should be based on the actual NOC conditions and the reporting period specified by the authority. The following checklist is a practical preparation list; not every item is mandatory for every project.

Groundwater Extraction Records

  • Daily flow-meter readings and monthly summaries.
  • Actual extraction compared with the permitted KLD quantity.
  • Meter installation, operation and calibration evidence.
  • Details of any additional, replaced or non-operational wells.

Water Level and Quality

  • Groundwater level monitoring data, where required.
  • Groundwater quality analysis from an accepted laboratory when applicable.
  • Reports for the period and sampling schedule specified in the NOC.
  • Required piezometer / observation-well records.

Water Conservation Measures

  • Rainwater harvesting and recharge structure photographs.
  • Maintenance records and supporting evidence.
  • Reuse and recycling measures, where applicable.
  • Water audit and conservation reports, if required.

Application and Payment Records

  • Existing NOC and validity dates.
  • Previous self-compliance submissions and acknowledgements.
  • Charge payment receipts and relevant correspondence.
  • Explanation and corrective evidence for any non-compliance.
Annual compliance is not just a form. Keep the underlying meter data, calibration certificates, photographs, laboratory reports and payment records available for verification. A water audit may be separately required for qualifying high-extraction projects; verify the current threshold and deadline for your category.

Documents Required for CGWA NOC

Prepare the following documents according to the applicant type, project status and portal checklist. Additional documents may be requested during scrutiny.

Business and Applicant Documents

  • PAN of the applicant/entity.
  • Certificate of Incorporation, partnership deed or proprietorship proof, as applicable.
  • Authorisation letter or board resolution, where required.
  • Identity and contact details of the authorised signatory.
  • GST registration and Udyam/MSME proof, if applicable.

Land and Project Documents

  • Land ownership proof, lease deed or other accepted land-use document.
  • Site address, village, block, district and geo-coordinates.
  • Site layout and location plan.
  • Project report and description of operations.
  • Proof of new/existing project status and relevant statutory approvals.

Water Requirement Documents

  • Water balance statement and source-wise demand.
  • Daily and annual groundwater requirement in KLD.
  • Process flow diagram and water-use details.
  • Number, type and location of abstraction structures.
  • Details of public supply, tanker supply, reuse and recycling, where relevant.

Technical and Compliance Documents

  • Existing NOC and previous compliance reports, if applicable.
  • Flow-meter specifications and installation evidence.
  • Rainwater harvesting/recharge plan and photographs, where required.
  • Groundwater quality and water-level reports, where applicable.
  • Water audit, hydrogeological report or impact assessment if required by the applicable category.

The official application portal may prescribe additional forms, affidavits, certificates, maps, reports and fee/payment evidence. Use its current checklist rather than treating this general list as exhaustive.

Frequently Asked Questions

1. Is CGWA NOC required for every borewell in Bihar?

No. Applicability depends on the user category, purpose, quantity, exemption conditions and current rules. Industrial, infrastructure and mining users should verify their requirements before extracting groundwater.

2. Is a water flow meter mandatory?

Flow-meter requirements are commonly imposed through groundwater permission conditions. The exact arrangement, telemetry requirements and installation deadline should be confirmed from the current guidelines and the project’s NOC.

3. Is annual self-compliance required?

Reporting obligations depend on the NOC and applicable directions. Follow the submission deadline and required reporting format shown by the portal and permission conditions.

4. Can I calculate the exact government fee using KLD alone?

No. KLD is one input. Project type, the applicable extraction slab, block classification, current rates and NOC-specific conditions can also affect the amount.

5. Does a CGWA NOC replace Bihar Pollution Control Board consent?

No. Groundwater permission and pollution-control consent serve different regulatory purposes. Other approvals may also be required for the establishment.

6. What happens if groundwater is extracted without permission or in excess of the permitted quantity?

Depending on the circumstances, enforcement action, environmental compensation, penalties or other regulatory consequences may apply. The project should obtain the applicable permission and stay within the approved quantity.
